Add structured author and maintainer metadata in Authors@R.

Avoid unsuppressible console progress output by using message().
Avoid changing the user’s working directory and avoid default writes to the package or current directory. File export now requires an explicit folder.

Preserve historical daily-profile spacing and document its legacy convention.
Fix overflow-event detection on current R by comparing the current time step’s dry-weather flow; handle the first observation without a previous-row lookup.
Load EmiStatR on parallel workers, propagate worker errors, and clean up clusters and the working directory when simulations fail.
Add time-zone, daylight-saving, historical-UTC compatibility, and wet-weather sequential/parallel regression tests.
Replace the paper’s old HTML link with its DOI and refresh package metadata.
