It's a pity you didn't use the time saved by using the man model to give more detail to the background (and use less blur to show this detail). I like the interpretation of the theme, though: it is a properly frozen moment.

I like the tones of this scene.  However, modeling & texturing on the buildings is needed.  Some texturing on the man could also be done unless this was NOT your intent.  The depth blur goes a long way to bring out the contrast.

Artistically interesting.  The blurring of the background is a good idea.  Having everything pretty much the same color might have been caused by laziness, but the effect is actually nice.  However, there seems to be something lacking, in a way that is not easy to pinpoint.
